Volume 3 of NEPA news begins with an editorial about the last maximum security prison in Vermont was closing making it the first state in the United States to have no maximum security prison. The group also published a call for their readers to write the Rhode Island Congress to abolish the death penalty after it had been re-instated in the state. Governor Michael Dukakis has an interview in the paper where he talks about reform in the Massachusetts prison system, with NEPA's response following it. They also have articles about Massachusetts ending segregation, the growing bans on unions in prisons by the Department of Corrections, as well as McAlester prison's isolation unit being burned down by protesting prisoners. NEPA also published an opinion piece about whether or not parole should be abolished since rehabilitation in prisons is non-existent.
